A glance at legislation created by local lawmakers

Rep. Nancy Dahlstrom, R-Eagle River

House Bill 122 would allow the state to pay premiums for up to $250,000 worth of Servicemembers' Group Life Insurance coverage for members of the Alaska National Guard deployed to a combat zone.

Rep. Mike Hawker, R-Anchorage/Eagle River

House Joint Resolution 4, which urges the U.S. Congress to open oil exploration in the Arctic National Wildlife Refuge, passed the house and moves on to the Senate.

HB 183 would amend campaign finance rules to allow use of candidate's money in shared political advertising with other candidates, regardless of the amount of contributions from each candidate.

HB 131 would amend statutes to add theft of access devices (credit card machines, ATMs etc.) to the list of items that constitute second-degree theft as well as apply stiffer sentences for using an access device to commit theft.

HB 132 would amend statutes to charge those involved with defrauding an elderly person with a more severe charge.

HB 160 would make illegal the use of state money to influence the outcome of a ballot proposition.

Sen. Con Bunde, R-Anchorage/Eagle River

Senate Bill 87, which would make not wearing a seatbelt a primary offense, passed the Senate and moves on to the House.

SB 95 would allow officials to use reasonable force to collect a DNA sample from convicted felons who are required to give a sample by law and refuse to do so.

SB 100 would increase the maximum collection of E911 surcharges on telephone bills from 75 cents to $2 per month. The money is used for enhancing 911 systems.

SB 107 would implement a $10 sport fish export tag for every 50 pounds of sport fish taken from the state by nonresidents.

SB 20 would consider crimes that result in death or injury to a pregnant woman - such as murder, manslaughter, criminal negligent homicide and assault - as crimes against the woman's fetus as well, if the fetus was harmed as a result of the crime.

SB 94 would give options to state employees enrolled in the state health plan to enroll in a health savings account.

Senate Joint Resolution 1 would amend the state constitution to enact an appropriation limit to cap annual appropriations.

SJR 4 would amend the state constitution to change the Constituional Budget Reserve account into two accounts: the first a main fund to be capped at $5 billion and the second a deferred maintenance fund. Additional funds would be split between the Permanent Fund's principal and Permanent Fund dividends.

SJR 7 would amend the state constitution to make the position of attorney general an elected position.

SJR 10 would announce support of the Bush administration's federal marriage amendment to the U.S. Constitution that would make homosexual marriage illegal nationwide.

Sen. Charlie Huggins, R-Palmer/Chugiak

SB 90, which would declare Oct. 18 Alaska Territorial Guard Day, passed the Senate and moves on to the House.
