APD arrests 2 after alleged assault, DUI on Juanita Loop

Pair arrested after drunken disturbance on Juanita Loop

On June 17 at around 10:53 p.m., officers with the Anchorage Police Department arrived at a residence on Juanita Loop after receiving a call reporting a boy had been hurt by his mother. According to police, Jolie C. Rozell, 44, of Eagle River was intoxicated when she grabbed her son’s head and “hit it against the carpeted floor several times.” Police said the child did not require medical attention. Rozell was arrested and charged with assault, child abuse, child neglect and family violence.

While officers were at the scene, they allegedly saw a man driving away from the area. Having spoken with the man earlier, officers believed he was intoxicated and tried unsuccessfully to catch up to the vehicle. A short time later, police said, the man, Kevin A. Lafromboise, 55, returned to the home without the car he left in. Police arrested him for driving while license revoked and felony operating under the influence because it was his third DUI charge in the past 10 years. Police said they found the car on the road behind the house.

Uber driver reports assault

On June 24 at around 5:20 a.m., police got a report from an Uber driver about a drunk woman he picked up with bruises on her face. According to police, the woman told the driver her boyfriend assaulted her. Police contacted the boyfriend, but said there wasn’t enough probable cause to charge him with a crime.


On June 18 at around 5:45 a.m., someone broke into a home on Birdsong Drive through an unlocked front door and stole several items while the house was unoccupied.

On June 19 at around 11 p.m, police responded to a report that someone broke into a home on River’s Edge Lane and stole several items, including a vehicle, while the homeowners were on vacation. Police said the vehicle was found three days later in a church parking lot in Anchorage.


On June 19 at around 2 a.m., an APD officer tried to stop a Honda on the Glenn Highway. As the officer was walking to the vehicle, it allegedly sped off. The officer did not attempt to chase it.

On June 23 at around 2 a.m., an APD officer tried to stop an Audi near South Birchwood Loop. Police said the vehicle pulled over, drove forward a few feet, then stopped, then sped off. Police said the officer did not give chase.
